ABCI analytical perspective. Milestones and structural directions below are research propositions, not official forecasts or commitments.
Why It Matters
Healthcare transformation connects the patient journey, not just facilities. Primary care, referrals, hospitals, financing and information should work together so that capacity translates into accessible and effective care.
Where Iraq Stands
WHO/EMRO source material reports 2,765 primary healthcare centres, 281 public hospitals and 13.8 beds per 10,000 people. These are infrastructure indicators from the cited source context; they do not establish current service quality, availability or geographic equity.
The Structural Gap
Facility counts do not show whether a patient completes treatment or receives timely referral. Analysis needs comparable evidence on staffing, service readiness, continuity, cost and health outcomes.
What Needs to Change
Assess integrated referral pathways, primary-care capability, workforce planning, reliable supply chains and interoperable patient information with appropriate privacy controls. Financing models should be examined against access and quality.
2030 Milestone
By 2030, look for measurable improvements in selected care pathways and reporting consistency. Establish outcome measures before interpreting expansion in buildings or beds as improvement in care.
Proposed measurement protocol
- Measure and definition
- Waiting time, completed referrals, service utilization and patient outcomes for a defined care pathway and catchment.
- Collection and comparison
- Select pathway, providers and eligibility before collecting consistent anonymized administrative data. Use clinical specialists to define appropriate outcomes.
- Current limits
- This edition does not select a provider cohort or publish clinical outcomes. Facility/bed counts with unresolved periods cannot establish service quality or unmet local demand.
2035 Direction
The direction is a more integrated, patient-centered system with clearer accountability for access, continuity and outcomes. No unsupported national capacity target is introduced.
