Expanding meaningful financial participation through payments, banking, credit, insurance and fintech.
Research version 1.1Updated: 30 September 2026
ABCI analytical perspective. Milestones and structural directions below are research propositions, not official forecasts or commitments.
Why It Matters
Financial participation matters when people and businesses can use suitable services reliably. Payments, saving, credit and insurance should be assessed through actual usage, affordability and outcomes as well as access.
Where Iraq Stands
The Central Bank of Iraq reported financial inclusion of 40% in February 2025. The National Financial Inclusion Strategy covers 2025–2029. Its period is a strategy reference, not evidence for an additional numeric target.
The Structural Gap
Account ownership does not establish regular use or access to appropriate credit and protection. Active financial-account usage and insurance penetration are priority data gaps, particularly for understanding participation beyond registration.
What Needs to Change
Assess payment interoperability, service reliability, consumer protection, business records and risk-based financing. Research should distinguish the needs of households, microbusinesses and established SMEs.
2030 Milestone
By 2030, examine whether wider access translates into active usage, dependable payments and appropriate finance for productive activity. Compare like-for-like definitions over time and assess strategy implementation separately from aspirations.
Proposed measurement protocol
Measure and definition
Active use of an account or payment instrument in a defined adult population; report access and active use separately.
Collection and comparison
Agree population, age threshold, instruments and reference period. Use a representative repeat survey and de-duplicated administrative records where available.
Current limits
The 40% announcement does not provide this full definition. A comparison or numeric direction needs compatible coverage; no unmodelled 2035 target remains.
2035 Direction
Wider meaningful financial participation through active use, appropriate services and stronger trust. A quantified 2035 inclusion scenario is withheld until a compatible baseline and model are available.
