Begin with a specific product and value chain. Local production should be assessed against delivered cost, quality, reliable inputs and customers rather than assuming that import substitution is commercially viable.
Questions to assess
Who buys the product, to what specification, and at what evidenced price?
How do energy, inputs, workforce and logistics affect capacity and cost?
Can quality, utilization and working-capital needs be demonstrated?
Evidence and limits
Manufacturing value added of 2.8% of GDP in 2024 is a national baseline. R&D spending of 0.04% refers to 2021. Neither measures profitability of a proposed production line.
Information needed to start
Product, target buyers, inputs, capacity, site requirements and cost and quality assumptions.
How ABCI can support the assessment
The scope is agreed around the available evidence and the decision required. See the related service for its capabilities, deliverables and specialist coordination. Inclusion here does not claim a completed sector study, a client mandate or an available investment.
The register identifies each linked publication or data series. Indicator cards retain measurement periods and definitions. An absent publication or check date is shown explicitly; the edition date is not a substitute.
